Parental Choice Programs
Granville Lutheran School participates in the Milwaukee Parental Choice Program and the Wisconsin Parental Choice Program. Both programs provide free tuition for qualifying families. Milwaukee Parental Choice Program
Acceptance into MPCP means students receive free tuition to any one of the schools participating in the program. The following LUMIN Schools participate in the MPCP:
- Granville Lutheran
- Northwest Lutheran
- Pilgrim Lutheran
- St. Martini Lutheran
- St. Peter-Immanuel Lutheran
To be eligible, students must reside in the City of Milwaukee, in a household that meets the income requirements set by the program. Continuing students and students on a MPCP prior year waiting list are not required to meet income limits. To apply for the program, a parent or guardian must visit the Department of Public Instruction website to submit an application for one or more participating schools. Once this is complete, the parent or guardian must provide proof of residency (utility bill, paystub, government correspondence) and proof of income (2021 taxes) to the school where he/she applied.
The LUMIN Schools enrollment period for the 2022-23 school year is as follows:

Participating schools are not obligated to accept a student if the desired grade is full. When a particular school reaches its capacity in one or more grades, it adds students to a wait list. Every year, many students on the wait list receive seats at the school of their choice. Parents with children on a wait list are encouraged to keep in communication with the staff at the school for this very reason.
Wisconsin Parental Choice Program
Acceptance into WPCP means students receive free tuition to any one of the schools participating in the program. The following LUMIN Schools participate in the WPCP:
- Granville Lutheran
- Northwest Lutheran
- Pilgrim Lutheran
- St. Martini Lutheran
- St. Peter-Immanuel Lutheran
- Renaissance Lutheran - Taylor
- Renaissance Lutheran - Villa
To be eligible, students must reside in the State of Wisconsin, but cannot be assigned to the Milwaukee Public Schools or Racine Unified school districts. In addition, students must live in household that meets the income requirements set by the program.
Students applying for the WPCP must:
1. be applying to grades K4, K5, 1 or 9; or
2. meet one of the following requirements for the 2022-23 school year:
(a) Attended a public school in Wisconsin
(b) Attended school in another state
(c) Not enrolled in school (includes students that were homeschooled for the entire 2020-21 school year)
(d) participated in the MPCP, RPCP or WPCP;
2. meet one of the following requirements for the 2022-23 school year:
(a) Attended a public school in Wisconsin
(b) Attended school in another state
(c) Not enrolled in school (includes students that were homeschooled for the entire 2020-21 school year)
(d) participated in the MPCP, RPCP or WPCP;
(e) on a MPCP, RPCP or WPCP waiting list; or
3. are applying to the WPCP and are on any prior year WPCP waiting list in 2015-16 or later due to a school district enrollment cap.
To apply for the program, a parent or guardian must visit the Department of Public Instruction website to submit an application for one or more participating schools. The WPCP enrollment period for the 2022-23 school year begins February 1 and lasts through April 21, 2022. This is the shortest enrollment period of all the programs. Don't wait to secure a seat for your child.
